教育委員華裔候選人張\u73c9在校區總部前召開記者會。記者洪郁欣攝 益和小學的兩位學生家長在記者會上抗議關閉學校。記者洪郁欣攝 三藩市聯合校區擬合併、關閉多所學校,引起全城熱議。該校區教育委員華裔候選人張\u73c9(Min Chang)16日在校區總部前召開記者會,表達她對校區擬關閉學校的強烈反對,並批評選擇關閉學校的標準缺乏透明度,指關閉學校並不是解決財政危機的唯一辦法。 張\u73c9認為,關閉學校不是解決校區財政危機的可行辦法,且篩選學校關閉的過程缺乏透明度。她強調,不少表現優異的特色學校即將面臨關閉,許多亞裔家長認為他們的聲音在這一關鍵決策過程中被完全忽視。 記者會邀請到兩位益和小學(Yick Wo)的華裔學生家長,她們紛紛表達了對孩子未來的擔憂。 從香港新移民至三藩市李太太Wing Lee的女兒就讀益和小學四年級,她表示,關閉學校的安排完全不合理,覺得自己和孩子像「孤兒」一樣被拋棄,且絲毫沒有選擇權。她告訴記者,自己當初之所以選益和小學的其中一個原因就是上學時間較晚,每天9點半才開課,但現在若關校學生將被分配到Redding和Sherman小學,其中一間的開課時間是七點多,很多家長無法配合這個時間,而另外一間學校的評分只有四分,讓家長難以抉擇。她抱怨道,「我們本來精挑細選才選擇益和小學,益和小學的評分有7分,而現在卻要關閉這麼好的學校,把我們的孩子分配到一個只有4分的學校。」 另一位李太太Janice Lee的女兒就讀益和小學三年級,她表示,這是一所社區氛圍非常濃厚且多元化的學校,34%的學生是亞裔,23%是混血兒,20%左右是白人等。她當初之所以選擇這所學校,是因為它有舞蹈、園藝、音樂等所有額外的課程,而且家長社區也非常活躍。她強調,若強行將本來9點半開學的學生轉到每天7點多或8點多開學的學校,將改變很多家庭的生活軌跡,讓每個人的生活都發生翻天覆地的變化。 張\u73c9強調,與其關閉學校,我們應尋找其他替代解決方案、增加收入和降低成本,研究校區實際擁有的資產,以及研究信貸額度等。她表示,關校的做法實際上是促使更多家庭離開三藩市,因為不少家長都曾表示,這些學校是他們留在這裡的原因,因為他們認可這些學校所提供的教育和服務。她說,「對於名單上的許多學校而言,家長們實際上是經過深思熟慮後特意選擇的。」「這些學校都是小規模學校,其中許多是設有民權班和特殊教育班的特殊學校,這是我們社區非常重要和鮮活的血液,我們需要保留它們。」本報記者洪郁欣三藩市報道

Originally posted on World Journal. 舊金山學區決定關閉11所學校的事情繼續延燒,市長布里德公開反對。而兩位學區委員華裔候選人張珉(Min Chang)、林灼世(Laurance Lem Lee)均對本報表示,強烈反對關校。認為此舉是懲罰小學校,對華裔乃至亞裔社區造成不公平的影響。   張珉16日在學區門口聯合家長舉行記者會表示,學委和學區總監應暫停關校流程。考慮到學委中有三人不尋求連任,一人希望連任,總計11人競選四個席位。最好等到新的學委當選,再做出決定。   張珉表示,如果查看關校名單和具體情況,會發現多數學生是亞裔甚至華裔,對華裔社區造成不公平的影響。這些學校都是小規模,本來就有低入學率。而學區使用關閉的標準之一,就是低於260名學生。此舉相當於針對並懲罰小學校。   張珉說,關閉學校難以解決學區的財務缺口,可以有更好的解決方案。比如,學區應在聯邦、州和地方層面尋求額外收入,削減中央辦公室的直接和間接成本。   張珉分析,學校關校時,向家長傳達一個訊息,即「即使學校今年倖免於難,明年該怎麼辦呢?是否繼續滑坡,再關閉幾所?會讓現有學校的管理更加困難。」她說,如今每個人都把矛指向學區總監韋恩(Matt Wayne),他成了替罪羊。但事實並非如此。他不無辜,但不應全怪他,學委肯定參與其中,批准決定者,都應為此承擔責任。   林灼世說,從整體來看,如果關閉全部11所學校,亞裔約占35%的人口,關校決定,對亞裔社區影響頗大。 他怒斥學區關校的決定,沒有完整流程,是隨機的。「不明白他們是如何決定關校標準的,為什麼只選擇小學校?應該停止關校。預算缺口1億,應該把精力放在平衡預算上。如果你現在試圖用半生不熟的項目關閉學校,人們會離開金山。」   林灼世說,在討論期間,社區有一個月的時間,告訴學區的決定是愚蠢的。
